Something tar-ish I'd think.
(Having had a look, Tarmac (specifically) was originally a trademark and wasn't invented until 1901. Road surface trivia!)

There's a type of road structure called macadam. Possibly spelt wrong :) Look it up. It's all rather interesting but complicated because different regions use the same terms in different ways and no one wants to explain things.
