Looking for a town - help?

I'm in search of a town. One I can use as a basis of for my fictional town (although I prefer to use real towns but don't think it's going to work this time.)

Requirements:

* located at the base of "hills", of the sort that have cliffs, gorges, plateaus and canyons
* in the eastern states, 1860s or 1870s
* at which times it had a police station with a small handful of employees
* and nearby properties owned by wealthy/influential types
* with larger town within a couple of hours ride

So nothing special, except for the hills (and #3 might be a bit tricky), but I don't know where to start looking :|

Almost forgot you're not in the U.S., and was about to suggest places in West Virginia which fit all of your criteria (at least come the 1870s). :)
