M, I've always found there's usually SOMETHING that can be done in just about every situation. Even if it's just a couple of kopecks for the cause or a short letter to the editor.
It may not always be effective for the specific case but such an action may bring important benefits down the road on subsequent conflicts. At worst there's some pride in participating and knowing you did at least something to say "No" to such foolishness and in supporting those who feel the same..
I was just reading in an issue of The Ecologist (UK) about how they finally were able to stop the Tory road building nature and heritage destroying monster back in the 1980s. It took some doing including a change in the political party in control but they finally got it done.
