Pluviophobia shares a common root with pluvial, pluviography, pluvious and similar words, which have a respectable background as English words.
From the Online Eymology Dictionary, pluvial

Skt. plavate "navigates, swims;" Gk. plynein "to wash," plein "to navigate;" O.E. flowan "to flow"
Ombrophobia only seems to have relatives in scientific, or last technical word, but it seems to be the more widely used term. From Greek ombros = rain
