Under the plates that come down, there are are grooves and, under those, a blade. And the metal arm has indents that fit into the grooves.
So the action is: the plates with the spikes push down, right into the grooves, the blade slices across under the grooves, the plates go up, separate and the metal arm sweeps around.
It seems that something is pushed through the grooves, sliced off and the top is discarderd, and/or the something is continuous.
